TO
Establish the procedures and requirements for the functioning of the Parliament of the Azalea Isles.
BE IT ENACTED by the most Excellent Majesty of Queen Eleanora of the Kingdom of Regalis, by and with the advice and consent of the Parliament of the Azalea Isles, in this present Parliament assembled, and by the authority of the same, as follows:
1 Extent, commencement and short title
(1) This Act extends to the whole of the Azalea Isles
(2) This Act comes into force immediately upon passage
(3) This Act may be cited as ‘The Standing Orders Act’
(4) This Act is authored by Regyna Allen MP
(5) This Act is sponsored by N/A
2 Pronouncement and intention
(1) This bill is being introduced to establish clear and effective procedures for the operation of the Parliament of the Azalea Isles. It aims to ensure that parliamentary activities are conducted in an organized, transparent, and efficient manner, facilitating effective governance and legislative processes.
3 Quorum
(1) 50% of all Parliamentary seats should be filled for Parliament to function.
4 Voting Procedures
(1) Votes shall be conducted by an electronic tally with the options: Aye, Nay, or Abs
(2) In the event of a tie, continuity prevails.
5 Legislative Process
(1) Bills may be introduced by any Member of Parliament and must be submitted in writing to the Speaker, via the forums.
(2) Once submitted a bill must be available for 3 days of reading time before being brought to the floor for vote - during this time amendments may be made by the author.
(3) Any Member of Parliament may submit a ‘Motion of Expediency’ to bring a bill to the floor for vote immediately, this requires a simple majority to pass.
6 Motions and Resolutions
(1) Any Member may propose a motion or resolution by submitting it in writing to the Speaker.
(2) Non-binding Parliamentary Memoranda may be passed by a simple majority to express the will of the Parliament on specific issues, after which they will be published by the Speaker.
